Roza LLC has moved the planned start of household-chemical production in Astrakhan to 2027. The Golrang Industrial Group subsidiary is building its factory in the Lotos special economic zone in Russia. Investment had reached RUB 1.25 billion by November 1, 2025, the zone’s press service told Interfax. Construction remained under way.

The project had created 44 jobs, against a planned manufacturing workforce of 120. Its intended customers include retailers, wholesalers and cleaning companies. The product range will include shampoo, shower gel, liquid hand soap and dishwashing liquid.

Regional support and earlier investment

Roza received RUB 40 million in assistance from the regional Industrial Development Fund in 2024, according to the Astrakhan Region ministry responsible for industry, trade and energy. The factory’s accumulated investment had already exceeded RUB 880 million when the support was publicised on December 7, 2024.

The first production line was then scheduled to begin operating in the second half of 2025. The annual design capacity was more than nine million litres of household chemicals. These were the project’s December 2024 operating plans; the November 2025 timetable places the start of production in 2027.

September targets preceded the revised opening

Roza’s investment had passed RUB 1.2 billion by September 2025. The factory is located in the Narimanov district of Astrakhan Region. Construction began in June 2021, and the September schedule still envisaged production before the end of 2026.

The phased output targets published on September 18 were:

  • More than three million litres of household chemicals by the end of 2026.
  • 6.8 million litres by the end of 2027.

Those volumes were forecasts, rather than completed production. The November announcement moved the factory’s opening beyond the earlier first-output deadline. The September project update had also envisaged employment for more than 100 people.

Lotos infrastructure programmes

Lotos also had a separate programme for transport and utility infrastructure. In May 2025, its representatives identified RUB 93 million in planned regional subsidies for missing infrastructure. The proposed expenditure covered a transport facility and design and survey work for two roads, drainage and a customs facility. This was funding for the economic zone’s infrastructure programme.

A gas pipeline branch and gas-distribution station for Lotos had been under construction since 2023 with Gazprom financing. The station’s specified capacity was 200,000 cubic metres per hour. Three roads and a distribution point were also planned for 2025, according to the zone’s representatives in their May infrastructure update.
